The State Finance Commissions are constituted under Clause (1) of Article 243-I and Clause (1) of Article 243-Y of the Constitution of India, introduced through the 73rd and 74th Constitutional Amendments in 1992. Following these constitutional amendments, the Jharkhand Panchayati Raj Act (JPRA), 2001, and the Jharkhand Municipal Act (JMA), 2011, establish the legal framework for constituting the State Finance Commission (SFC) in Jharkhand.
