Shri. A. P. Singh, an IAS officer of 1991 batch, is a M.Sc. in Biochemistry from Banaras Hindu University (BHU) and a Ph. D. in Life Sciences from Jawahar Lal Nehru University (JNU), New Delhi with international publications. He retired as member, (Head) Board of Revenue (Additional Chief Secretary in Pay Matrix 17) on November 30, 2023. He is always known to follow the strict financial discipline in the office and has to create new revenue streams in the department or office where ever he has worked. During his tenure as ACS/PS in the Department of Forest, Environment and Climate Change. a revenue Stream of 700+ Cr Per annum was created during Covid-19 period in FY-2020-21 This effort had brought the department among the major revenue generating department in the state. He has been awarded at national level for the work in literacy and basic education.

He has served as Additional Chief Secretary (ACS), Principal Secretary and Secretary of more than 15 departments in the government of Jharkhand. He is known for his innovative work, where ever he has worked. He has introduced e-procurement (e-tender) in the State Government first time in 2010, SBD in Building Department, started ten (10) integrated check-post at interstate border under the transport department in 2008, which has positively impacted the revenue collection of many departments, 2nd version of Jharkhand's Industrial Policy(JIP), 2012 was notified after the gap of 11 years, reorganisation of schools and other reforms as Gyan-Setu, School Certification and Examination reform for class 8, 9 & 11 which has been conducted by JAC(an independent) 1st time in the Deptt. of School Education and Literacy, he has started major reform in the Finance Department with aim to simplified the process and to bring transparency and accountability in the government system eg: reduction of DDOs (29000 + to 5000 +), simplification of GPF rule which has reduced court case and on the date of retirement officers/employees are withdrawing GPF. Enhancement of House building advance to 30 lakh from 7.5 lakh, simplification of MACP /ACP rules for the Government employees, reduction of DC Bill, insure strict compliance of the Audit report in the treasury of the state besides other department etc. as the Secretary and Principal Secretary of the respective Departments.

He was instrumental in the implementation of SBM(G) in 2015 and 1st Block and 1st District of the state were declared ODF in Jharkhand during his tenure, The best and innovative practices eg. Promotion of Rani Mistri, use of DMFT fund, Gifting Rcc roofed toilet to sister on Rakshabandhan were introduced and appreciated nationally. Social Audit of SBM was conducted 1st time, Installation of new hand pump was stopped 1st time between 2015-2020 and Pipe water supply with house hold connection was promoted and DMFT resources were used 1st time for the promotion of surface water based large size pipe water supply schemes to ensure 100% coverage of District & Blocks. 1st time Pipe water supply scheme for the PVTG were taken up as special and targeted scheme.

He has served under the government of Jharkhand in 35 different capacities at headquarters and in the field. He was Deputy Commissioner (DC) of Hazaribagh, Bokaro, Chaibasa, Giridih, Garhwaand and DM of (Bihar) Saharsa where he worked for the upliftment of weaker sections - SC, ST and women, by ensuring door step delivery of many government services eg: PDS/ Stipend/ Pension and other Welfare and social welfare and revenue and health service and related schemes etc. at pre fixed monthly camp mode in view of public and media etc. in transparent manner. He has always promoted financial discipline by reducing office expenditure, AC DC bill, compliance of audit para and timely payment of retiral dues of government employees where ever he has served. He has received several appreciation letters from the government for these works.

He believes in transparent working in the government. Many steps were taken to effectively implement the RTI, CM Jansambad with 95% + compliance. Financial audit of MDM was undertaken 1st time in 2018-19 where as the scheme was being implemented since 1995. Social Audit of MDM , SBM(G), SSA (Sarva Siksha Abhiyan) etc had taken up 1st time during his tenure to built confidence among public and beneficiaries in the government services. This exercise was aimed to ensure the compensation to many deserving and unserved beneficiaries and more than half dozen officers, of the SESL Dept. were given compulsory retirement and many other delinquent officers were punished accordingly.

He has been awarded/recognized nationally for improving women's literacy in Hazaribagh in 2001 on September 2001 by the Hon’ble PM of India . NITI Ayog has acknowledged work in the Department of School Education & Literacy which was achieved under his leadership since Dec 2017- March 2020 Under his leadership, India Today (2nd December 2019 Edition) recognized Jharkhand among the Most Improved Major States, 2019 in the education category. His work under CBCS in west champaran-Bettiah in 1995- 1997 was duly recognised by UNICEF and it was intensively covered in the document released by UNICEF subsequently.

Under his leadership 5th SFC has submitted Ist composite report and state government has laid the report with ATR in the state assembly in March 2025. This status has been achieved in 25th year of the creation of the state Ist time.
