Shri A. P. Singh, an IAS officer of the 1991 batch, holds an M.Sc. in Biochemistry from BHU and a Ph.D. in Life Sciences from JNU. He retired as Member (Head), Board of Revenue (ACS Rank), on November 30, 2023. Known for strict financial discipline and revenue innovation, he created a ₹700+ Cr annual revenue stream during COVID-19 while serving in the Forest Department.
He has served as ACS/PS/Secretary in 15+ departments in Jharkhand and introduced major reforms: e-tendering in 2010, check-post systems, JIP 2012, school education reforms, simplification of GPF/MACP/ACP rules, audit compliance, ODF initiatives under SBM(G), and DMFT resource utilization for water supply schemes.
As DC of various districts, he championed service delivery for SC/ST/women through camp-mode governance. Under his leadership, the 5th SFC submitted its first composite report in 2025. Nationally recognized for work in literacy, education reforms, and social audits of key schemes.
Harishwar Dayal, M.A. and M. Phil. in Economics from Jawaharlal Nehru University (JNU), New Delhi and Ph.D. from Ranchi University, is an Associate Professor of Economics at St. Xavier’s College, Ranchi University, Ranchi. He has 37 years of teaching and research experience. His research interests include Development Economics, Labour Economics, and Federal Finance.
He has more than 30 articles published in reputed journals and edited books, two books, and one edited book to his credit. Besides his teaching assignment, he has served as the Director, Institute for Human Development, Eastern Regional Centre, Ranchi (2012–2014), Honorary Director (2014–2017), and Director-in-Chief, Centre for Fiscal Studies, Government of Jharkhand (2017–2022).
Rajeshwari B. is a distinguished Indian Administrative Service officer of the 2011 batch, originally from Karnataka. She holds a Master's degree in Political Science and a Master's degree in Public Policy. She cleared the UPSC Civil Services Examination in 2010 and joined the IAS in 2011.
Over the years, she has held several key administrative positions across Jharkhand, demonstrating strong leadership in governance, rural development, education, social welfare, and district administration. During her tenure as Deputy Commissioner, Ramgarh, she received the Safaigiri Award for her exemplary work under the Swachh Bharat Mission and was also shortlisted for the Prime Minister's Award for Excellence in Public Administration for the same initiative.
Her career reflects a consistent commitment to public service, grassroots governance, and impactful policy implementation. She is currently serving as Director, Panchayati Raj Department.
